The Mooresville Town Board approved a waiver this week to allow the developer of the Brentwood Phase 5 project to reapply for a rezoning.
An earlier request for the rezoning was rejected by the town board on December 1, 2025. The proposed plan has been modified to reduce density and eliminate connectivity to neighboring streets. It also includes a donated community well system.
“This was a conditional rezoning request to allow for 111 single-family units,” said James Coley, the town’s director of planning and community development. “They came before us to rezone from Residential Limited Service (RLS) to Conditional Residential General (C-RG) and was rejected.”
The developer, AMH Homes, has modified the site plan to lower density from 111 units to 99 units, removed a proposed emergency gate that would connect to Mott/Cavendish Roads and proposed parceling and donating the community well and associated infrastructure to the HOA.
Brad Walzer, representing property owners Mitchell and Brad Hager, explained that selling the land for development was the only option for the cattle farmers.
“This is arduous work, and these men are looking to retire,” Walzer explained. “You have a good seller here doing everything they can to make this project one that will benefit both them and the town they have lived their lives in.”
The town’s development ordinance requires a developer whose rezoning request is denied to wait a year before submitting a new request — unless the town board grant’s a waiver.
During Monday’s meeting, the developer’s request for a waiver was approved — with only Commissioner Dana Tucker voting in opposition.
If the rezoning is approved, the developer has agreed not to apply for building permits until a traffic signal has been installed at the intersection of Faith and Shearers, a topic of much discussion at the previous meeting.
Commissioner Eddie Dingler, who represents the ward where the proposed development is located, said he supports the development as modified.
“I think we can all agree this is a much better project,” he explained. “I will give kudos to the staff for their guidance in getting this put together with the reduced density and the donation of the well.”

In other business:
♦ Town Manager Tracey Jerome spotlighted the work of the Experience and Engagement Team and the accomplishments of their director, Christine Patterson.
“This is a very mighty team that does amazing things every single day for our community,” Jerome said. “It is my pleasure tonight to celebrate them.”
Patterson was awarded the 2026 Director of the Year award by the N.C. Association of Festivals and Events as recognition of excellence of event management and outstanding leadership.
The Experience and Engagement team handles a wide variety of duties, including managing the town’s Social District, the Charles Mack Citizen Center and the town’s signature events. The team is credited with the infusion of over $1 million into the community as well as sponsorship for many of the events totaling nearly $500,000, Jerome said.
“You may not be aware of everything that this team does, but everything they do touches someone in this town,” Jerome explained. “Mooresville is a better place due to the hard work and dedication of every member of this team.”
♦ Assistant Town Manager Ryan Rase praised the recent Creek Week event.
“This year’s event was bigger than ever,” he explained.
With 22 different events celebrating local waterways, over 250 residents joined in the fun of educating about the natural environment as well as leaving them a little better than when they arrived. Stream clean-ups and litter sweeps were popular events, as well as a “touch-a-truck” event giving residents the opportunity to see up close town vehicles and equipment.
