Iredell County commissioners have agreed to final plans — and a guaranteed maximum price — for the construction of Jennings Park.

Commissioners agreed during their October 17 meeting to a maximum guaranteed price of $23,717,740, which includes all of the site work, infrastructure, parking, lighting, athletic fields and other amenities like pickleball courts and a nature trail.

The board then agreed to spend an additional $2,486,604 to install synthetic turf instead of sod and irrigation on the four soccer fields, but decided not to go with a synthetic playing surface on the four baseball fields or build a crow’s nest. County officials may decide to fund the turf playing surfaces .

The park, which is being constructed by Edifice, is scheduled to open in March of 2025.

Short-term rental regulations approved

Commissioners unanimously approved changes to the land use plan that create a permitting process and regulations for short-term residential property rentals.

Requirements in the proposed regulations include:

♦ Only one short-term rental shall be permitted per approved Dwelling Unit. A short-term rental may be permitted in an Accessory Dwelling Unit. When a main building, as the primary dwelling unit, is used as a short-term rental, an accessory dwelling unit may also be used as part of the short-term rental only when rented as one unit to the same party.

♦ The occupancy shall not exceed two persons per bedroom, plus two additional persons. Children under age 3 will not be counter. Bedrooms used and advertised shall match the most recent Iredell County tax records for the subject property. The maximum occupancy shall be posted prominently with the short-term rental; the property owner shall ensure that all online listings and advertisements set forth the maximum number of guests.

♦ A minimum of one off-street parking space for each bedroom is required. No street parking shall be allowed. All parking shall be entirely on-site, in the garage, driveway or otherwise out of the road right-of-way.

♦ All short-term rentals shall have a contact available 24 hours a day to respond to any questions, complaints or other issues that may arise. The contact name and phone number shall be permanently posted on the outside of the rental unit in a prominent location at driveway entrance not to exceed 3 square feet. Any changes shall be promptly updated and reposted.

OTHER BUSINESS

In other business:

♦ Commissioners approved an economic incentive of $57,809 over a five-year period for Project Craft based on the company’s investment of up to $4.15 million, creation of minimum of 21 jobs, and contingent upon a contract being executed within 180 days.

♦ The board approved a Budget Amendment to accept the FY 2023 Edward Byrne Memorial Justice Assistance Grant Program (award to Iredell County Sheriff’s Office and the City of Statesville Police Department in the amount of $40,209.

♦ Commissioners approved a request from the Health Department for approval of Budget Amendment for Agreement Addendum 716 CDC COVID-19 Vaccination Grant Funds in the amount of $20,000.
